Industrial trucks - Safety requirements and verification - Part 3: Additional requirements for trucks with elevating operator position and trucks specifically designed to travel with elevated loads (ISO 3691-3:2016)
ISO 3691-3:2016 gives safety requirements and the means for their verification, additional to those of ISO 3691‑1, for industrial trucks with a vertical, non-tilting mast:
a) those trucks having an elevating operator position, and order‑picking trucks, as defined in ISO 5053‑1, where the elevating operator position and the load‑handling device lifts to a height of more than 1 200 mm above ground level;
b) lateral- and front-stacking trucks, as defined in ISO 5053‑1, designed to travel with a load-handling device elevated more than 1 200 mm above ground level, with the load-handling device elevated, lowered or laterally displaced, laden or unladen, while the truck is travelling.
These trucks are designed to travel indoors on a smooth, level surface (e.g. concrete) and can be guided, unguided, or both, when in use; they are not intended to tow or push.
ISO 3691-3:2016 is not applicable to stacker trucks which handle two loads, one on the forks and the other on the support arms, this type of truck being covered by ISO 3691‑1.
It is not applicable to trucks with an elevating operator position up to and including 1 200 mm, or to trucks specifically designed to travel with an elevated load having a fork height up to and including 1 200 mm above ground level.
It is not applicable to low-level order pickers with elevating operator's position up to and including 1 200 mm lift height which can be equipped with an additional load lifting device having a maximum lift height of 1 800 mm from ground level.
ISO 3691-3:2016 deals with all significant hazards, hazardous situations, or hazardous events, as listed in Annex A, relevant to the applicable machines when used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer.
It does not establish requirements for hazards that can occur when using trucks on public roads or when operating in potentially explosive atmospheres.
Regional requirements, additional to the requirements given in this part of ISO 3691, are addressed in ISO/TS 3691‑7 and ISO/TS 3691‑8.
Flurförderzeuge - Sicherheitstechnische Anforderungen und Verifizierung - Teil 3: Zusätzliche Anforderungen für Flurförderzeuge mit hebbarem Fahrerplatz und Flurförderzeuge, die zum Fahren mit angehobener Last ausgelegt sind (ISO 3691-3:2016)
1.1 Diese Internationale Norm gilt zusätzlich zu ISO 3691-1 für Flurförderzeuge mit senkrechtem, nicht neigbarem Mast:
a) mit hebbarem Fahrerplatz nach 3.1.3.1.6 und 3.1.3.3 von ISO 5053, wobei der hebbare Fahrerplatz und das Lastaufnahmemittel mehr als 1 200 mm über Boden angehoben werden kann, und
b) vorgesehen zum Fahren mit über 1 200 mm über dem Boden angehobenem Lastaufnahmemittel wie definiert in 3.1.3.1.9 und 3.1.3.1.10 von ISO 5053.
Dabei darf das beladene oder unbeladene Lastaufnahmemittel während der Fahrt gehoben, gesenkt oder seitlich bewegt werden.
Diese Flurförderzeuge sind zum Fahren in geschlossenen Räumen auf einem glatten und flächenfertigen Boden ausgelegt, können in Leitlinien geführt, nicht geführt oder für beide Bedingungen eingesetzt werden und sind nicht zum Ziehen oder Schieben vorgesehen.
Alle regionalen Anforderungen dieser Internationalen Norm können gefunden und angewendet werden in Verbindung mit ISO/TS 3691-7 Anforderungen für Europa sowie ISO/TS 3691-8 Anforderungen außerhalb Europas.
1.2 Für Flurförderzeuge mit hebbarem Fahrerplatz bis einschließlich 1 200 mm und/oder Flurförderzeuge, die speziell für das Fahren mit angehobener Last bis einschließlich 1 200 mm über Boden ausgelegt sind, gelten die Anforderungen von ISO/DIS 3691 1.
1.3 Dieser Teil von ISO 3691 enthält keine Anforderungen an Gabelhochhubwagen, die zwei Lasten befördern, eine auf den Gabeln und eine auf dem Fahrgestell (Dieser Fahrzeugtyp wird in ISO/DIS 3691-1 behandelt).

ISO 3691-3:2016 donne les exigences de sécurité et les moyens pour leur vérification, complémentaires à ceux de l'ISO 3691‑1, pour les chariots de manutention avec un mât vertical non inclinable:
a) les chariots ayant un poste de conduite élevable et les préparateurs de commande, tels que défini dans l'ISO 5053‑1, où le poste de conduite élevable et le dispositif de manutention de la charge s'élève à une hauteur supérieure à 1 200 mm au-dessus du niveau du sol;
b) les chariots à prise latérale et frontale, tels que défini dans l'ISO 5053‑1, conçus pour se déplacer avec le dispositif de manutention de la charge élevé à plus de 1 200 mm au-dessus du niveau du sol, avec le dispositif de manutention de la charge élevé, abaissé ou déplacé latéralement, vide ou chargé, pendant que le chariot se déplace.
Ces chariots sont conçus pour se déplacer dans des locaux fermés sur une surface lisse, plane (par exemple, en béton), et peuvent être guidés, non guidés, ou les deux, lorsqu'ils sont utilisés; ils ne sont pas destinés à remorquer ou pousser.
ISO 3691-3:2016 n'est pas applicable aux chariots gerbeurs qui manipulent deux charges, une sur les fourches et l'autre sur les bras de support, ce type de chariot étant couvert par l'ISO 3691‑1.
Elle n'est pas applicable aux chariots avec un poste de conduite élevable jusqu'à 1 200 mm inclus, ou aux chariots spécialement conçus pour une conduite avec une charge en élévation ayant une hauteur de fourche jusqu'à 1 200 mm inclus au-dessus du niveau du sol.
Elle n'est pas applicable aux chariots préparateurs de commande pour niveau inférieur avec poste de conduite élevable jusqu'à et y compris 1 200 mm, qui peuvent être équipés d'un dispositif de levage de charge supplémentaire ayant une hauteur maximale de levage de 1 800 mm au-dessus du niveau du sol.
ISO 3691-3:2016 traite de tous les phénomènes dangereux, situations dangereuses ou évènements dangereux significatifs, tels qu'énumérés dans l'Annexe A, pertinents pour les machines couvertes lorsqu'elles sont utilisées normalement et dans les conditions de mauvaise utilisation raisonnablement prévisible par le fabricant.
Elle n'établit pas d'exigences concernant les phénomènes dangereux qui peuvent apparaître lorsque les chariots sont utilisés sur des voies publiques, ou lors d'utilisation en atmosphères potentiellement explosives.
Les exigences régionales, supplémentaires aux exigences données dans la présente partie de l'ISO 3691, sont traitées dans l'ISO/TS 3691‑7 et dans l'ISO/TS 3691‑8.

Ta del standarda ISO 3691 podaja varnostne zahteve in načine za njihovo preverjanje, poleg tistih iz standarda
ISO 3691-1, za vozila za talni transport z navpičnim stebrom brez naklona:
a) vozila z dvižnim položajem upravljavca in vozila za prevzem blaga, kot so opredeljena v
standardu ISO 5053-1, pri čemer se dvižni položaj upravljavca in naprava za upravljanje bremena dvigneta do višine
več kot 1200 mm nad tlemi;

This document (EN ISO 3691-3:2016) has been prepared by Technical Committee ISO/TC 110
"Industrial trucks" in collaboration with Technical Committee CEN/TC 150 “Industrial Trucks - Safety”
the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2017, and conflicting national standards shall be
withdrawn at the latest by June 2017.
