Aircraft ground support equipment - Specific requirements - Part 8: Maintenance or service stairs and platforms

1.1   General
This European Standard specifies the technical requirements to minimize the hazards listed in Clause 4 which can arise during the commissioning, the operation and the maintenance of maintenance stairs and platforms when used as intended, including misuse reasonably foreseeable by the manufacturer, when carried out in accordance with the specifications given by the manufacturer or his authorized representative. It also takes into account some requirements recognized as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies.
These machines are designed to be used as aircraft ground support equipment with the intended use to serve aircraft in outdoor conditions on the apron. They may also be used indoors at hangars. The use of such equipment for operations not in conjunction with aircraft is not defined as intended use therein. Due to the good operational conditions on the apron, deviations from some clauses of EN 280 were deemed acceptable.
This European Standard applies to:
a)   self-propelled fixed or adjustable maintenance stairs and elevating platforms;
b)   towable maintenance stairs and platforms equipped with powered means, e.g. for height adjustment, stabilizers,
designed for aircraft maintenance purposes including access to the aircraft.   
NOTE 1   Powered will be also understood as manual effort stored in springs or hydraulic accumulators, etc., the dangerous action of which can be produced or can continue after the manual effort has ceased or directly applied manual effort for lifting or lowering loads.
NOTE 2   Those clauses of this standard that can apply may also be used as a guideline for the design of towable maintenance stairs and platforms without powered means.
This European Standard does not apply to:
c)   maintenance docks either fixed to the ground or moveable only for docking procedure.
d)   ground support equipment specifically intended, built and equipped with a fluid system for aircraft de-icing and anti-icing (see EN 12312 6).
NOTE 3   This does not prevent aircraft de-icers meeting the requirements of EN 12312–6 from being used as a means of access for aircraft maintenance, e.g. windshield cleaning, etc.
e)   mobile elevating work platforms (MEWP) used at the airports for purposes other than aircraft maintenance, e.g. buildings and facilities (see EN 280).
This standard does not establish requirements for hazards caused by noise and vibration.
NOTE 4   EN 1915–3 and EN 1915–4 provide the general GSE vibration and noise requirements.
This European Standard does not deal with hazards in respect to a standard automotive chassis and from other vehicles on the apron.
This part of EN 12312 is not applicable to maintenance stairs and platforms which are manufactured before the date of publication of this standard by CEN.
This part of EN 12312 when used in conjunction with EN 1915 1, EN 1915 2, EN 1915 3 and EN 1915 4 provides the requirements for maintenance stairs and platforms.
1.2   Classification
For the purposes of this European Standard, Mobile elevating work platforms (MEWPs) to be used for aircraft maintenance access are divided into two main groups A and B:
a)   Group A: MEWPs where the vertical projection of the centre of the platform area is always inside the tipping lines.
NOTE   See 5.2 hereafter for requirements applying to Group A MEWPs.
b)   Group B: MEWPs where the vertical projection of the centre of the platform area may be outside the tipping lines.
NOTE   See 5.3 hereafter for requirements applying to Group B MEWPs.
c)   In addition, Group C consists of maintenance access stairs, where persons are not elevated by the machine but climb a flight of steps.
NOTE   See 5.4 hereafter for requirements applying to Group C maintenance stairs.
Relating to travelling, MEWPs are divided into three types:
d)   Type 1: Travelling is only allowed with the MEWP in its transport position;

1.1   Allgemeines
Diese Europäische Norm legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen fest, die bei Inbetriebnahme, Betrieb und Wartung von Wartungstreppen und  bühnen bei vorgesehener Verwendung, einschließlich vom Hersteller vernünftigerweise vorhersehbarer Fehlanwendung auftreten können, wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder seines Beauftragten ausgeführt werden. Sie berücksichtigt auch einige Anforderungen, die von offiziellen Stellen, den Herstellern von Luftfahrzeugen und Bodengeräten (GSE, en: ground support equipment) sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet wurden.
Diese Maschinen sind entsprechend konstruktiv ausgelegt, um als Luftfahrt-Bodengeräte mit der vorge¬sehenen Verwendung, das Luftfahrzeug im Freien auf dem Vorfeld zu bedienen, eingesetzt zu werden. Sie dürfen auch in Hangars verwendet werden. Die Verwendung dieser Geräte für Einsätze, die nicht im Zusammenhang mit dem Luftfahrzeug stehen, ist nicht als vorgesehene Verwendung festgelegt. Aufgrund der guten Betriebsbedingungen auf dem Vorfeld wurden Abweichungen von einigen Abschnitten von EN 280 als annehmbar erachtet.
Diese Europäische Norm gilt für:
a)   selbstfahrende, feststehende oder einstellbare, Wartungstreppen und -hubbühnen;
b)   schleppbare Wartungstreppen und -bühnen, die mit kraftbetriebenen Einrichtungen, z. B. zur Höhen-anpassung, Abstützung, ausgerüstet sind,
die für Wartungsarbeiten an Luftfahrzeugen einschließlich des Zugangs zum Luftfahrzeug bestimmt sind.
ANMERKUNG 1   Kraftbetrieben sollte auch verstanden werden als in Federn gespeicherte menschliche Arbeitskraft oder hydraulische Akkumulatoren usw., deren gefährliche Wirkung nicht zwangsläufig mit Einstellung der menschlichen Tätigkeit beendet ist, oder unmittelbar angewandte menschliche Arbeitskraft zum Heben oder Senken von Lasten.
ANMERKUNG 2   Zutreffende Abschnitte dieser Norm können auch als Richtlinie für die Gestaltung von schleppbaren Wartungstreppen und -bühnen ohne kraftbetätigte Einrichtungen dienen.
Diese Europäische Norm gilt nicht für:
c)   Wartungsdocks, die fest installiert oder nur für den Andockvorgang beweglich sind.
d)   Bodengeräte, die speziell vorgesehen sind, mit einem Flüssigkeitssystem für die Enteisung oder den Vereisungsschutz von Luftfahrzeugen gebaut und ausgerüstet zu werden, (siehe EN 12312-6).
ANMERKUNG 3   Das hindert nicht daran, dass Enteiser und Enteisungs-/Vereisungsschutzgeräte für Luftfahrzeuge, die die Anforderungen von EN 12312 6 erfüllen, als Mittel zum Zugang für Wartungsarbeiten am Luftfahrzeug eingesetzt werden, z. B. Reinigung der Windschutzscheiben usw.
e)   fahrbare Hubarbeitsbühnen (FHAB), die an Flughäfen für andere Zwecke als die Wartung von Luftfahr¬zeugen verwendet werden, z. B. für Gebäude und Anlagen (siehe EN 280).
Diese Norm enthält keine Festlegungen für Gefährdungen, die durch Lärm und Vibration verursacht werden.
ANMERKUNG 4   EN 1915-3 und EN 1915-4 behandeln die allgemeinen Vibrations- und Lärmanforderungen an Bodengeräte (GSE).
Diese Europäische Norm behandelt keine Gefährdungen, die von einem Serienfahrgestell und von anderen Fahrzeugen auf dem Vorfeld ausgehen.
Dieser Teil von EN 12312 gilt nicht für Wartungstreppen und -bühnen, die vor der Veröffentlichung dieser Norm durch CEN hergestellt wurden.
Dieser Teil von EN 12312 stellt bei Anwendung in Verbindung mit EN 1915-1, EN 1915-2, EN 1915-3 und EN 1915-4 die Anforderungen an Wartungstreppen und  bühnen bereit.
1.2   Klassifizierung
Für die Zwecke dieser Europäischen Norm werden fahrbare Hubarbeitsbühnen (FHAB), die für den Zugang zum Luftfahrzeug bei der Wartung verwendet werden, in die zwei Hauptgruppen A und B eingeteilt:
a)   Gruppe A: FHAB, bei denen sich die senkrechte Projektion des Lastschwerpunktes der Plattform immer innerhalb der Kippkante befindet.

Ta evropski standard določa tehnične zahteve za zmanjšanje nevarnosti, navedenih v točki 4, do katerih lahko pride pri začetku uporabe, delovanju ter vzdrževanju stopnic in odrov za vzdrževalna dela ter pri namenski uporabi, vključno s pričakovano nepravilno uporabo, ki jo določi proizvajalec, ko jih v skladu s specifikacijami izvaja proizvajalec ali njegov zakoniti zastopnik. Upošteva tudi nekatere zahteve, ki jih vladni organi, proizvajalci letal in podporne opreme na tleh, letalske družbe in agencije za oskrbo letal priznavajo za bistvene.
Ti stroji so namenjeni za uporabo kot podporna oprema na tleh za letalski promet s predvideno uporabo za letala v zunanjih pogojih na letalski ploščadi. Lahko se uporabljajo tudi v zaprtih prostorih v hangarjih. Uporaba takšne opreme za postopke, ki niso v zvezi z letali, v tem dokumentu ni opredeljena kot predvidena uporaba. Zaradi dobrih obratovalnih pogojev na letalski ploščadi so bila odstopanja od nekaterih točk standarda EN 280 opredeljena kot sprejemljiva.
Ta evropski standard se uporablja za:

za namene vzdrževanja letala, vključno z dostopom do letala.   
OPOMBA 1: Izraz »s pogonsko enoto« se razume tudi kot ročna sila, shranjena v vzmeteh ali hidravličnih akumulatorjih itd., katerih nevarno proizvajanje ali nadaljevanje delovanja je mogoče še po prenehanju ročnega proizvajanja sile, ali neposredno uveljavljena ročna sila za dvigovanje ali spuščanje bremen.
OPOMBA 2: Primerne točke tega standarda je mogoče uporabiti tudi kot smernice za projektiranje vlečenih stopnic brez pogonske enote.
Ta evropski standard se ne uporablja za:
c) priključke za vzdrževanje, ki so pritrjeni na tla ali so premični le za namene priključitve;
d) podporno opremo na tleh, ki je posebej predvidena, izdelana in opremljena s sistemom s tekočino za odstranjevanje/preprečevanje nastanka ledu na letalu (glej EN 12312 6);
OPOMBA 3: To ne preprečuje uporabe sistemov za odstranjevanje ledu, ki izpolnjujejo zahteve standarda EN 12312-6, kot sredstva za dostop pri vzdrževanju letala, na primer za čiščenje vetrobranskega stekla itd.
e) mobilne dvižne delovne platforme (MEWP), ki se uporabljajo na letališčih za namene, ki niso vzdrževanje letal, npr. stavbe in naprave (glej EN 280).
Ta standard ne postavlja zahtev za nevarnosti, ki jih povzročajo hrup in vibracije.
OPOMBA 4: Standarda EN 1915-3 in EN 1915-4 določata splošne zahteve glede hrupa in vibracij pri podporni opremi na tleh.
Ta evropski standard ne obravnava nevarnosti v zvezi z standardno avtomobilsko šasijo in drugimi vozili na letališki ploščadi.

1.2 Klasifikacija
Za namene tega evropskega standarda so premične dvižne delovne ploščadi (MEWP), ki se uporabljajo za dostop pri vzdrževanju letala, razdeljene v dve glavni skupini (A in B):
a) Skupina A: premične dvižne delovne ploščadi, pri katerih je navpična projekcija središča ploščadi vedno znotraj zunanjih linij.
OPOMBA: Za zahteve glede premičnih dvižnih delovnih ploščadi skupine A glej točko 5.2 v tem dokumentu.
b) Skupina B: premične dvižne delovne ploščadi, pri katerih je navpična projekcija središča ploščadi lahko zunaj zunanjih linij.
OPOMBA: Za zahteve glede premičnih dvižnih delovnih ploščadi skupine B glej točko 5.3 v tem dokumentu.
c) Dodatna skupina C zajema dostopne stopnice za vzdrževalna dela, pri katerih osebe ne dviga stroj, temveč morajo te same preplezati določen sklop stopnic.

EN 12312-8:2018 (E) 5 Introduction This European Standard specifies health and safety requirements, as well as some functional and performance requirements for maintenance stairs and platforms including a built-in source of power (see Scope, Clause 1) intended for maintenance purposes on all aircraft types commonly in service in civil air transport. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and practical maintenance or service stairs and platforms. Deviations should occur only after careful consideration, extensive testing, risk assessment and thorough service evaluation have shown alternative methods or conditions to be satisfactory. Such deviations are outside the scope of this standard and a manufacturer should be able to demonstrate an equivalent level of protection. This document is a type-C standard as stated in EN ISO 12100. This document is of relevance, in particular, for the following stakeholder groups representing the market players with regard to machinery safety: — machine manufacturers (small, medium and large enterprises); — health and safety bodies (regulators, accident prevention organizations, market surveillance etc.) Others can be affected by the level of machinery safety achieved with the means of the document by the above-mentioned stakeholder groups: — machine users/employers (small, medium and large enterprises); — machine users/employees (e.g. trade unions, organizations for people with special needs); — service providers, e.g. for maintenance (small, medium and large enterprises); — consumers (in case of machinery intended for use by consumers). The above-mentioned stakeholder groups have been given the possibility to participate at the drafting process of this document. The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are covered are indicated in the Scope of this document. When requirements of this type-C standard are different from those which are stated in type-A or type-B standards, the requirements of this type-C standard take precedence over the requirements of the other standards for machines that have been designed and built according to the requirements of this type-C standard. EN 12312-8:2018 (E) 7 This part of EN 12312 when used in conjunction with EN 1915-1, EN 1915-2, EN 1915-3 and EN 1915-4 provides the requirements for maintenance or service stairs and platforms. 1.2 Classification For the purposes of this document, mobile elevating work platforms (MEWPs) used for aircraft maintenance access are divided into two main groups A and B. In addition, group C is considered as described in c) hereafter: a) Group A: MEWPs where the vertical projection of the centre of the platform area is always inside the tipping lines. NOTE 1 See 5.2 hereafter for the specific requirements applying to Group A MEWPs. b) Group B: MEWPs where the vertical projection of the centre of the platform area may be outside the tipping lines. NOTE 2 See 5.3 hereafter for the specific requirements applying to Group B MEWPs. c) Group C consists of maintenance or service access stairs, where persons are not elevated by the machine but climb a flight of steps. NOTE 3 See 5.4 hereafter for the specific requirements applying to Group C maintenance or service stairs. Relating to travelling, MEWPs are divided into three types: 1) Type 1: Travelling is only allowed with the MEWP in its stowed position; 2) Type 2: Travelling with raised work platform is controlled from a point of control on the chassis; 3) Type 3: Travelling with raised work platform is controlled from a point of control on the work platform. Not covered are hazards due to the traffic and repair. 5 Safety requirements and/or measures 5.1 General requirements 5.1.1 The following general requirements are applicable to maintenance or service stairs and platforms of all groups and types, in addition to the specific requirements in 5.2 for group A platforms, 5.3 for group B platforms, and 5.4 for group C maintenance or service stairs. Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this clause. In addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for relevant but not significant hazards which are not dealt with by this document. 5.1.2 Installation or use on the platform of powered lifting means to handle aircraft spare parts or other external loads shall not be allowed. See 6.4 for instructions. 5.1.3 The following loads, forces and speeds shall be taken into account as minimum for the strengths and stability calculations: a) Rated load The rated load capacity shall not be less than: 1) 80 kg per person; 2) The mass of each person is assumed to act as a point load on the work platform and any platform extension at a horizontal distance of 0,1 m from the upper inside edge of the top rail. The distance between the point loads shall be 0,5 m; 3) 40 kg minimum mass of tools, and SIST EN 12312-8:2018



EN 12312-8:2018 (E) 11 4) 25 kg minimum per person, as a reference value specified in ISO 11228-1, to account for the mass of the heaviest aircraft spare part to be handled from the platform. NOTE 1 As a result, the mass of aircraft spare parts to be supported by the equipment will be limited to what each person is allowed to handle, unless outer ancillary lifting means not applying a load to the platform (e.g. “bootstrap”) are provided e.g. as part of the aircraft tooling. The mass of equipment is assumed to act as an evenly distributed load on 25 % of the floor of the work platform. If the resulting pressure of this load exceeds 3 000 N/m2 the value of 25 % may be increased to a value resulting in a pressure of 3 000 N/m2. b) Wind loads that are generated at a minimum wind speed of 20,6 m/s (40 kn). NOTE 2 Where required according to prevailing conditions at the airport of use, the wind speed used for stability calculation may need to be higher than 20,6 m/s (40 knots); see EN 1915-1:2013, Introduction, f) - negotiation. c) The snow load shall be stated by the manufacturer. The snow load is depending on the geographical area of use of the MEWP and should be agreed between manufacturer and user (see EN 1915-1:2013, Introduction, f) - negotiation). For maintenance platforms and stairs intended only for indoor use, the strengths and stability calculations may be carried out without regard to wind and snow loads. In this case, the restriction of use shall be prominently marked on all sides of the equipment (see 6.2). d) A manual force of 400 N for each of the maximum number of persons allowed on the platform, applied at a height of 1,1 m above the work floor of the platform. e) All these loads mentioned in a), b), c) and d) are assumed to be applied in the positions giving the most severe results. The above rated loads refer to the maximum people and materials loads that is allowed (according to intended use as stated by the manufacturer) to be placed on the platform including any extension. f) Maximum travel speed in raised position: For platforms of type 2 and 3 the following maximum travelling speeds shall not be exceeded whenever the platform is in a raised position: 1) 1,5 m/s (6 km/h) for vehicle mounted MEWPs when using the travelling controls inside the cab; 2) 0,7 m/s (2,5 km/h) for all other self-propelled MEWPs of types 2 and 3. The control system of speed limit shall achieve Performance Level “c” according to EN ISO 13849-1:2015. g) Prevention of jerking and oscillations: For both platform movements and, in the case of type 2 or 3 platforms, travelling in the raised position, utmost care shall be brought during design and construction to ensuring smooth and jerk free operation and preventing or damping any platform oscillations in any direction resulting from movement start or stop, which can result in a tripping hazard for users of the platform as well as a risk of impact with the aircraft. EN 12312-8:2018 (E) 12 Under any of the following circumstances: 1) start or stop of any platform or extension movement, or 2) starting travel of type 2 or 3 platforms in the raised position, or 3) stopping travel of type 2 or 3 platforms in the raised position under maximum available braking from the maximum allowable speed in e) above. The total amplitude of movement or oscillation measured at any position on platform handrails under all of the above conditions and most unfavourable speeds, accelerations or decelerations shall not exceed 50 mm. NOTE 3 The above mentioned requirements take into account the frequency and high cost of aircraft impact incidents. Means to achieve jerk free operation and control any oscillations can include e.g. two speed controlled movements (starting/stopping at lower speed), or proportionally controlled movements. 5.1.4 Self-propelled maintenance or service stairs and platforms shall be equipped with driver accommodation meeting the requirements of EN 1915-1:2013, 5.2.2. This clause is not applicable for pedestrian controlled self-propelled maintenance or service stairs and platforms. 5.1.5 Parking brakes or equivalent devices of maintenance or service stairs and platforms shall be dimensioned so as to take into account the forces induced during work under intended use conditions in accordance with EN 1915-1:2013, 5.8.2. The parking brake shall hold the maintenance or service stair or platform on a slope of at least 7 %. 5.1.6 Lights and reflectors for traffic purposes shall be in accordance with EN 1915-1:2013, 5.11 with the exception that lights and reflectors for traffic purposes are not required on equipment intended only for indoor use. 5.1.7 Where working lights are provided they shall conform to EN 1837. The minimum luminous flux of lamps shall be 250 lm. 5.1.8 Where maintenance platforms are intended to be moved with persons on the platform, adequate safety means, e.g. seats with safety belts and/or fixing points for safety harnesses shall be provided. 5.1.9 Maintenance stairs shall be equipped with a work platform (see also 5.4). 5.1.10 Maintenance platforms shall be equipped with means for safe access to and from the platform in lowered position (see 5.2, 5.3 or 5.4 and EN 1915-1:2013, Annex D). 5.1.11 In all intended working positions step and platform inclination shall not exceed ± 3° (5 %) when the maintenance or service stair or platform rests on a horizontal plane. 5.1.12 The materi
