Safety of industrial trucks - Electrical/electronic requirements

This European Standard specifies the electrical requirements for the design and construction of the electrical installation in self-propelled industrial trucks that are within the scope of ISO 5053 1, except variable reach trucks as defined in ISO 5053 1:2015, 3.21 and 3.22, straddle carriers as defined in ISO 5053 1:2015, 3.18 and 3.19, and specific functions, parts and/or systems utilized for the automatic operation of driverless industrial trucks as defined in ISO 5053 1:2015, 3.32.
NOTE 1   Reference is made to this standard in other standards which cover the non-electrical requirements of the various industrial truck types.
NOTE 2   This document only covers the integration of the standalone equipment to the industrial trucks. Other Directives and/or standards can apply to such equipment.
NOTE 3   This standard does not cover driverless functions of industrial trucks.
The requirements of this standard are valid, when trucks are operated under the following climatic conditions:
-   defined in the applicable parts of the EN ISO 3691 series and the EN 16307 series;
-   relative humidity in the range 30 % to 95 % (not condensing).
This standard deals with safety requirements for all electrical components of industrial trucks, including electrically actuated hydraulic/pneumatic valves. It is intended to be used to avoid or minimize hazards or hazardous situations listed in Annex I. These situations can arise during the operation in the area of use for which it is designed and during maintenance of trucks in accordance with the specifications and instruction given by the manufacturer.
This standard does not deal with all those requirements to reduce hazards which could occur:
a)   during construction;
b)   for industrial trucks that are required to operate in severe conditions (e.g. in extreme climates, in freezer applications, in hazardous environments);
c)   because of malfunction of not electric safety-related parts of control systems, e.g. hydraulic and pneumatic elements like pistons, not electric valves, pumps etc.
NOTE 4   The level of the defined required performance for electrical safety related control systems can be used as a guideline to determine the performance of non-electric systems.
This European Standard does not repeat all the technical rules which are state of the art and which are applicable to the materials used to build industrial trucks, for which reference can be made to EN ISO 12100.

Sicherheit von Flurförderzeugen - Elektrische/Elektronische Anforderungen

Dieses Dokument legt die elektrischen Anforderungen für die Auslegung und die Herstellung der elektrischen Ausrüstung von motorkraftbetriebenen Flurförderzeugen im Anwendungsbereich von ISO 5053 1 fest, mit Ausnahme von Flurförderzeugen mit veränderlicher Reichweite wie in ISO 5053 1:2015, 3.21 und 3.22 defi-niert, Portal- und Portalhubwagen wie in ISO 5053 1:2015, 3.18 und 3.19 definiert, und spezifischen Funk-tionen, Teilen und/oder Systemen für den automatischen Betrieb von fahrerlosen Flurförderzeugen wie in ISO 5053 1:2015, 3.32 definiert. Dieses Dokument stellt die elektrischen/elektronischen und sicherheitsbezo¬genen Teile der Anforderungen an die Steuerungssysteme für die genannten selbstfahrenden Flurförder¬zeuge zur Verfügung, um die Anforderungen im entsprechenden Teil der Dokumentenreihen EN ISO 3691 und EN 16307 zu vervollständigen.
ANMERKUNG 1 Auf dieses Dokument wird in anderen Normen, die die nichtelektrischen Anforderungen verschiedener Typen von Flurförderzeugen behandeln, Bezug genommen.
Die Anforderungen dieses Dokuments gelten, wenn die Flurförderzeuge unter den folgenden Klimabedin-gungen betrieben werden:
– festgelegt in den anwendbaren Teilen der Normenreihe EN ISO 3691 und der Normenreihe EN 16307;
– relative Luftfeuchte im Bereich von 30 % bis 95 % (ohne Betauung).
Dieses Dokument behandelt Sicherheitsanforderungen für alle elektrischen und elektronischen Komponenten von Flurförderzeugen einschließlich elektrisch betätigter Hydraulik-/Pneumatikventile. Es legt die Mindest-Performance Level für Sicherheitsfunktionen fest, die von sicherheitsbezogenen Teilen von Steuerungen realisiert werden. Der Zweck der vorliegenden Normen ist es, die in Anhang I aufgeführten Gefährdungen oder Gefährdungssituationen zu verhindern oder so gering wie möglich zu halten. Diese Situationen können beim Betrieb in dem nach der Auslegung bestimmten Einsatzbereich entstehen und bei der Instandhaltung von Flurförderzeugen entsprechend den Spezifikationen und Anweisungen des Herstellers.
Dieses Dokument behandelt keine Gefährdungen, die auftreten könnten:
a) während der Herstellung;
b) beim Betrieb in explosionsgefährdeten Bereichen;
c) aufgrund der Fehlfunktion von nicht sicherheitsbezogenen elektrischen Teilen von Steuerungssystemen, z. B. hydraulische und pneumatische Elemente wie Kolben, nichtelektrische Ventile, Pumpen usw.
ANMERKUNG 2 Die für sicherheitsbezogene elektrische Steuerungssysteme definierten erforderlichen Performance-Level können als Leitfaden für die Festlegung der Performance von nichtelektrischen Systemen verwendet werden.
ANMERKUNG 3 Gefährdungen durch das Eindringen von Wasser und Staub werden durch die Festlegung des PLr von Sicherheitsfunktionen nach EN ISO 13849-1:2015 abgedeckt.

Sécurité des chariots de manutention - Prescriptions électriques/électroniques

La présente Norme européenne spécifie les prescriptions électriques s'appliquant à la conception et à la fabrication de l'installation électrique des chariots de manutention automoteurs relevant du domaine d'application de l’ISO 5053 1, à l'exception des chariots à portée variable définis dans l’ISO 5053 1:2015, 3.21 et 3.22, des chariots cavaliers définis dans l’ISO 5053 1:2015, 3.18 et 3.19, et des fonctions, parties et/ou systèmes spécifiques servant au fonctionnement automatique des chariots de manutention sans conducteur définis dans l’ISO 5053 1:2015, 3.32.
NOTE 1   Il est fait référence à la présente norme dans d'autres normes traitant des prescriptions relatives aux différents types de chariots de manutention dans des domaines autres que l'électricité.
NOTE 2   Le présent document traite uniquement de l'intégration de l'équipement autonome aux chariots de manutention. D'autres directives et/ou normes peuvent s'appliquer à cet équipement.
NOTE 3   La présente norme ne traite pas des fonctions sans conducteur des chariots de manutention.
Les prescriptions de la présente norme sont valables lorsque les chariots sont utilisés dans les conditions climatiques suivantes :
-   conditions définies dans les parties applicables de la série EN ISO 3691 et de la série EN 16307 ;
-   humidité relative comprise entre 30 % et 95 % (sans condensation).
La présente norme traite des prescriptions de sécurité s'appliquant à tous les composants électriques des chariots de manutention, y compris les distributeurs hydrauliques/ pneumatiques électriques. Elle est destinée à être utiliser pour éviter ou minimiser les phénomènes dangereux ou situations dangereuses énumérés dans l’Annexe I. Ces situations peuvent survenir pendant l'utilisation dans la zone à laquelle ils sont destinés et pendant la maintenance des chariots conformément aux spécifications et aux instructions données par le fabricant.
La présente norme ne traite pas de toutes les prescriptions visant à réduire les phénomènes dangereux qui peuvent apparaître :
a)   pendant la fabrication ;
b)   pour les chariots de manutention devant fonctionner dans de mauvaises conditions, par exemple, climats extrêmes, applications frigorifiques, environnements dangereux ;
c)   en raison d'un dysfonctionnement des parties relatives à la sécurité non électriques des systèmes de commande, par exemple, des éléments hydrauliques et pneumatiques tels que les pistons, les distributeurs non électriques, les pompes, etc.
NOTE 4   Le niveau de performance requis défini pour les systèmes de commande relatifs à la sécurité électriques peut servir de ligne directrice pour déterminer les performances des systèmes non électriques.
La présente Norme européenne ne reprend pas toutes les règles techniques qui constituent l'état de l'art et qui sont applicables aux matériaux utilisés pour fabriquer les chariots de manutention, pour lesquelles on peut faire référence à l’EN ISO 12100.

This document (EN 1175:2020) has been prepared by Technical Committee CEN/TC 150
“Industrial trucks - Safety”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of
an identical text or by endorsement, at the latest by January 2021, and conflicting national
standards shall be withdrawn at the latest by July 2022.
Attention is drawn to the possibility that some of the elements of this document may be the subject
of patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 1175-1:1998+A1:2010, EN 1175-2:1998+A1:2010 and EN 1175-
3:1998+A1:2010.
This document specifies up-to-date requirements for electric/electronic installations of industrial
trucks. Requirements are mainly based on safety functions and not only on safety related parts
and take into account exclusively electric/electronic elements. This approach significantly
increases the design details of the safety aspects, therefore Technical Committee CEN/TC 150
“Industrial trucks - Safety” has agreed on requesting an overlapping period of 24 months from the
date of publication (DAV) of this document to the date of withdrawal (DOW) of
EN 1175-1:1998+A1:2010, EN 1175-2:1998+A1:2010, EN 1175-3:1998+A1:2010, in order to
allow manufacturers to update their technical construction files.
The main changes compared to the previous EN 1175 series are:
— applicability to both internal combustion engine and electric battery driven industrial trucks;
— definition of the PL for safety functions of the control system;

— design specifications for safety-related parts and control systems;
— specific safety requirements for Li ion energy sources;
— updated connectors and contactors requirements;
— rules for the design of the electric/electronic assistance systems;
— new standard references.
This document has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this
document.

Introduction
This document is a type-C standard as stated in EN ISO 12100.
This document is of relevance for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance
etc.).
Others can be affected by the level of machinery safety achieved with the means of the document
by the above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises).
The above-mentioned stakeholder groups have been given the possibility to participate at the
drafting process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous
events are covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or
type-B standards, the requirements of this type-C standard take precedence over the
requirements of the other standards for machines that have been designed and built according to
the requirements of this type-C standard.

1 Scope
This document specifies the electrical requirements for the design and construction of the
electrical installation in self-propelled industrial trucks that are within the scope of ISO 5053-1,
except variable reach trucks as defined in ISO 5053-1:2015, 3.21 and 3.22, straddle carriers as
defined in ISO 5053-1:2015, 3.18 and 3.19, and specific functions, parts and/or systems utilized
for the automatic operation of driverless industrial trucks as defined in ISO 5053-1:2015, 3.32. It
provides the electrical/electronic and safety-related parts of control system requirements for
those self-propelled industrial trucks identified above to complete the requirements in the
relevant part of the EN ISO 3691 and EN 16307 series of documents.
