Snow grooming equipment - Safety requirements

This standard applies to snow grooming equipment as defined in 3.1 and its use with attachments as described in 3.2. With the exception of rear-mounted snow tillers and front blade attachments, this standard does not deal with the specific hazards of the attachments themselves. This standard is not applicable to snowmobiles.
This standard deals with all significant hazards, hazardous situations and events relevant to snow grooming equipment, when it is used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). It also deals with hazards during commissioning, use, fault-finding and maintenance.
This standard is not applicable to snow grooming equipment manufactured before the date of publication of this document by CEN.
NOTE   For travelling on public roads, national traffic regulations apply until harmonised requirements are available.

Ta standard se uporablja za opremo za urejanje zasneženih površin, kot je opredeljeno v točki 3.1, in njeno uporabo s priključki, kot je opisano v točki 3.2. EN 15059:2009+A1:2015 (E) 10 In addition the machinery shall be designed according to the principles of EN ISO 12100 for hazards relevant but not significant which are not dealt with by this document (e.g. sharp edges). 5.2 Steering system 5.2.1 Steering systems shall enable the snow grooming equipment to be steered easily. 5.2.2 The system of control of the steering system shall as a minimum comply with performance level c of EN ISO 13849-1. 5.2.3 Snow grooming equipment shall remain steerable even in the event of failure of the drive system. If this is not possible, or in case the steering system fails due to other malfunctions, it shall be possible to immobilise the snow grooming equipment without losing control (see also 5.3). 5.3 Brakes 5.3.1 Snow grooming equipment shall have two independent brake systems with independent actuating systems to the extent that one of the two brake systems shall be fully effective in the event of failure of the other. The actuating systems shall act via separate means on different braking surfaces, such as brake pads, brake shoes or brake plates. These braking surfaces may be accommodated in or on a common brake drum or brake disc. 5.3.2 One of the braking systems shall act as a parking brake. A mechanical linkage shall be provided as the means of actuation for the parking brake. 5.3.3 In exception from 5.3.1, only the parking brake function is required of one of the two braking systems referred to in 5.3.1 if the primary snow grooming equipment drive system provides a dependable braking effect (e.g. machines having hydrostatic drive). 5.3.4 Brake systems shall act on parts permanently connected to the driven wheels. Any disengagement of those parts from the driven wheels shall not be possible. 5.3.5 The parking brake shall be capable of keeping the machine immobilised: 1) without propulsion under all intended conditions (terrain, slope); 2) on a horizontal surface with a maximum propulsion torque. 5.3.6 Brake systems shall be designed such that environmental influences such as moisture, snow and ice do not render them ineffective. 5.3.7 It shall be possible during normal maintenance to check the condition of brake pads, brake shoes and brake plates. It shall be possible to check the brake fluid level without the use of tools. 5.3.8 Snow grooming equipment shall be fitted with a warning system that triggers an acoustic signal that is stronger than the surrounding noise if the driver exits the driver's cab without applying the parking brake. Alternatively, an interlock shall be provided such that the parking brake is engaged automatically at the opening of any cabin door (e.g. electrical switches on the doors). Disengagement of the parking brake shall only be possible by an intentional action of the driver in the driving position. 5.4 Setting in motion 5.4.1 The snow grooming equipment shall remain immobile when the engine is started. Any inadvertent movement shall be avoided. SIST EN 15059:2009+A1:2015



EN 15059:2009+A1:2015 (E) 11 5.4.2 It shall be possible to protect snow grooming equipment against unauthorised use, for example by an ignition lock or lockable driver's cab. 5.5 Tensioners for tracks Manual tensioners for tracks shall be directly accessible and shall be designed such that they can be easily operated. 5.6 Driver's cab ! 5.6.1 General" 5.6.1.1 Snow grooming equipment shall be equipped with an enclosed driver's cab that provides adequate protection against the effects of the weather. 5.6.1.2 The driver's cab shall be provided with means of heating and ventilation (see also !5.6.2.1.5"). 5.6.1.3 The driver's cab shall be equipped with a roll-over protective structure (ROPS). !The deflection limiting volume (DLV) shall be in accordance to EN ISO 3164:2013." As regards lateral and vertical directions of load application, the requirements of EN ISO 3471:2008 apply. The loads to be applied to the ROPS during the test shall be at least those given in Table 2 as a function of the mass (M) in kg of the snow grooming equipment. In addition to 8.3 of EN ISO 3471:2008, the portion of the deflection limiting volume (DLV) above the LA line as defined in !EN ISO 3164:2013" is allowed to deviate (lean) up to 15° laterally, !deleted text" provided the minimum energy requirement as specified in Table 2 is met. The portion of the DLV below the LA line can be disregarded. !deleted text" 5.6.1.4 In order to facilitate egress in the event of an emergency, driver's cabs shall have an emergency exit facing in a direction different to that of the normal exit. EN 15059:2009+A1:2015 (E) 12 window designed especially for this purpose, or an aperture in the roof of the cab. An opening to permit the passage of a person shall be at least 400 mm by 600 mm. 5.6.1.5 The driver's cab shall be constructed and positioned in such a way that easy and safe access for the driver and occasional passenger(s) is possible. Access using the track flats is permissible if grab handles in accordance with Clause 9 of !EN ISO 2867:2011"are provided. If the driver's cab has side doors, the doors shall be rear-hinged or top-hinged in order to permit safe entry and exit from the front side. 5.6.1.6 Door latches shall be designed such that the doors cannot be opened inadvertently and the doors cannot open by themselves in all operating conditions. 5.6.1.7 Door and window openers shall be easily operated and the doors and windows shall be provided with devices to prevent their inadvertent closing. 5.6.1.8 The space for the driver's and occasional passenger's positions shall provide sufficient space for allowing normal movements. The minimum clearance for the seated machine operator inside the driver's cab shall be in accordance with EN ISO 3411:2007. The minimum space envelope height R1 as defined in Figure 5 of EN ISO 3411:2007 and measured from the seat index point (SIP), as defined in EN ISO 5353:1998, shall be 920 mm. 5.6.1.9 For the glazing of windows and doors safety glass according to !ECE R 43:2012" or a glazing material having similar characteristics shall be used. 5.6.1.10 Windows shall be so designed that the glazing material cannot be pushed into the cab. The means of attachment for the glazing material shall be so designed to resist a pressure at least equal to that which can be absorbed by the surface of the glazing material. 5.6.1.11 Provision shall be made in the driver's cab for the installation (space, electrical supply) of a radio transceiver. It shall be possible to position the radio transceiver in such a way, that it is readily accessible to the driver and easy to operate with a safety belt fastened. 5.6.1.12 A suitable, fully operational fire extinguisher with the extinguishing capability for a 13 A test object for class A fires and a 70 B test object for class B fires according to EN 3-7 shall be installed in a holding device at a readily accessible location in the driver's cab. The inner trim, upholstery, insulation and other parts of the machine for which insulating materials are used shall be made of fire-retardant material.
